Heating and cooling account for a significant portion of Europe’s energy consumption, making their decarbonisation essential to achieving both national and EU climate targets. With the 11 October 2025 deadline for transposing the Energy Efficiency Directive now passed, focus is shifting to local and regional implementation.
Under Article 25 of the directive, municipalities with over 45,000 residents are now required to develop local heating and cooling plans. This new mandate places added responsibility on regional and local authorities to translate EU legislation into practical action, supported by energy agencies and stakeholders.
The upcoming ManagEnergy Online Seminar, organised with the Covenant of Mayors – Europe, will convene experts from the European Commission, the European Investment Bank, and regional energy agencies to discuss effective implementation strategies. Participants will explore policy developments, financing tools, and successful regional approaches to support the heat transition.
