The Building Stock Observatory as a tool for renovation

The future of the Building Stock Observatory lies in more detailed, comparable data connected with socio-economic variables to strengthen its role in the planning and monitoring of building policies.

The EU Building Stock Observatory (BSO) could strengthen its role as a common data platform to support the implementation of the Energy Performance of Buildings Directive (EPBD) and renovation planning. A workshop organised by Guidehouse and BPIE during the eceee Summer Study explored which improvements could help move in this direction.

Among the main needs identified were greater data granularity, higher geospatial resolution and functionalities based on geographic information systems. Participants also proposed linking building stock indicators with socio-economic variables such as income, affordability and vulnerability, thereby enabling more comprehensive analyses. National experiences such as the Irish Building Stock Observatory demonstrate the potential of having detailed and spatially explicit information, although significant differences remain between Member States.

The further development of the BSO could also address emerging needs related to heating and cooling planning, electricity grids, load management and the monitoring of national targets.
