The European Commission has published practical guidance in all EU languages to help implement the revised EPBD into national legislation by May 2026, guiding new provisions and the calculation of cost-optimal levels.
The European Commission has made practical guidance available to support authorities and technical teams working on the transposition of the revised Energy Performance of Buildings Directive (EPBD) into national legislation, a process that must be completed by May 2026. These documents, presented on 30 June, are already accessible in all official EU languages, pending their formal publication in EUR-Lex.
The guidance includes, on the one hand, specific instructions on provisions that are new or have been substantially amended in the recast directive, aiming to facilitate consistent interpretation and effective national application. On the other hand, complementary guidance has been published alongside the Delegated Regulation that updates the methodological framework for calculating cost-optimal levels, a key element in defining robust and economically justified energy efficiency requirements across the European building stock.
