RENOVERTY unveils policy package to place rural well being at the heart of EU renovation

The RENOVERTY project, coordinated by the Institute for European Energy and Climate Policy (IEECP), has released its final policy package, consisting of a Framework Policy Paper and a Synthesis of Policy Recommendations.

The RENOVERTY project published two reports in November 2025 with the aim of addressing challenges facing Europe as a whole, such as energy poverty and the need for energy renovations in rural areas.

The Framework Paper argues that renovation policies must be context-sensitive and inclusive. It proposes a governance model tailored to the diversity of rural Europe.

The Synthesis highlights three priority areas for action: targeted financial support for vulnerable households, institutional and non-financial support provided through local facilitators such as Local Action Groups, and community-led planning using Rural Energy Efficiency Roadmaps (REERs).

The package aims to guide policymakers in designing funding schemes, regulatory measures, and participatory processes so that the EU Renovation Wave reaches remote areas and supports energy renovations in rural buildings.

RENOVERTY’s policy package presents a model for equitable and effective rural renovation across the EU, placing social welfare and energy efficiency at the core of its recommendations for building renovation in less accessible communities.
