Advancing rural renovation across Europe: Insights and policy recommendations from Rural Energy Efficiency Roadmaps (REERs)
The RENOVERTY project has developed Rural Energy Efficiency Roadmaps (REERs) for vulnerable households across seven European Union regions from 2022 to 2025 to improve building energy performance and reduce energy poverty.
The RENOVERTY initiative has prepared a series of Rural Energy Efficiency Roadmaps (REERs) designed to support households facing energy poverty in rural areas across seven EU countries: Croatia, Estonia, Hungary, Slovenia, Italy, Portugal, and Spain.
Each roadmap details energy audits, building typology assessments, and upgrade options — for example, insulation improvements, replacement of heating systems with low‑carbon alternatives, and application of funding instruments — in order to enhance the energy efficiency of the existing building stock.
The project emphasises cooperation among local action groups, households, and national authorities to address both technical and social aspects of building renovation: improving comfort, accessibility, and living conditions for vulnerable rural populations.
To achieve this, the REERs are guided by European policies such as the Energy Performance of Buildings Directive (EPBD), the Energy Efficiency Directive (EED), and the forthcoming Social Climate Fund.
