A new assessment coordinated by CLIMACT, with contributions from industry and civil society organisations, reviews National Building Renovation Plans (NBRPs) in Belgium‑Wallonia, Bulgaria, Denmark, Portugal, Romania and Spain. The study examines how these plans translate long‑term decarbonisation objectives under the Energy Performance of Buildings Directive into operational frameworks capable of driving large‑scale renovation.

The analysis finds that all six countries have established solid foundations, with clear targets and innovative instruments. However, the main challenge lies in implementation: converting strategic ambition into integrated delivery systems. Common gaps include fragmented financing, limited workforce planning, and insufficiently defined regulatory trajectories. These weaknesses reduce visibility for market actors and hinder investment in industrialised renovation solutions.

Promising practices are emerging across all six countries. Spain combines quantified targets with a diversified financing toolbox; Romania has launched a nationwide one‑stop shop network; and Belgium‑Wallonia is developing area‑based 'renovation trains'. Denmark, Bulgaria and Portugal also introduce relevant elements, including life‑cycle carbon integration, workforce planning initiatives and the development of financing instruments. Together, these examples show that effective delivery models are feasible and transferable across Member States.

The report concludes that strengthening operational capacity, improving coordination and aligning financing, workforce and regulatory frameworks would enable NBRPs to become credible delivery backbones for Europe’s building renovation and decarbonisation effort.
