This National Building Renovation Plan policy guideline summary sets out how Member States can prepare their plans, outlining data needs, scenario design and policy choices to support credible pathways towards a decarbonised building stock.

National Building Renovation Plans are introduced by the Energy Performance of Buildings Directive as strategic instruments to guide the transformation of national building stocks towards climate neutrality by 2050. The guideline provides support for Member States in developing these plans, drawing on policy needs identified across six focus countries and on detailed modelling carried out for Poland, Romania and Ukraine.

The document presents a scenario analysis for six representative EU countries — Ireland, Italy, Czechia, Germany, Lithuania and Croatia — selected through a clustering approach that groups Member States by shared characteristics. Results show that combining regulatory measures with economic incentives delivers more effective energy demand reductions than either approach alone. Under the most ambitious scenario, all six countries achieve primary energy demand reductions broadly aligned with Article 9 targets for 2030 and 2035.

The guidance highlights priority areas for developing National Building Renovation Plans, including robust building stock data, coherent policy packages, investment planning and alignment with related EPBD instruments such as minimum energy performance standards, renovation passports and zero‑emission building definitions. It also emphasises the importance of monitoring, evaluation and continuous improvement.
