EU update to Annex III on building life‑cycle global warming potential
The European Commission has adopted a regulation establishing a common framework for calculating the life-cycle global warming potential of buildings. It aims to harmonise methodologies, ensure transparency, and support the decarbonisation of the sector by 2050.
The Commission Delegated Regulation, adopted on 16 December 2025, amends Annex III to Directive (EU) 2024/1275 on the energy performance of buildings. Its objective is to establish a common framework for calculating the global warming potential (GWP) throughout the entire life cycle of buildings, integrating emissions associated with materials, construction, and use. This measure responds to the need to go beyond operational emissions and move towards the full decarbonisation of the European building stock by 2050.
The harmonised framework seeks to ensure comparability among Member States, drawing on international standards such as EN 15978 and promoting principles of circular economy, material reuse, and design for disassembly. The calculation of GWP will be mandatory for new buildings over 1,000 m² from 2028 and for all new buildings from 2030, with results reflected in energy performance certificates. In addition, a clear hierarchy for data quality is established, prioritising information regulated by European standards on construction products.
This regulation, the result of extensive consultations with Member States and sector stakeholders, aims to boost markets for low-carbon products and ensure transparency in assessing the climate impact of buildings, contributing to climate neutrality objectives.
