In response to the growing crisis of housing affordability and sustainability across Europe, 50 European cities have unveiled the European Housing Action Plan, a joint roadmap calling for decisive intervention from the European Union. Backed by Eurocities and C40, the document proposes an annual investment of €270 billion to expand the supply of social and affordable housing, modernise the existing building stock, and uphold the right to adequate housing.
Key measures include the creation of a European emergency housing fund, the relaxation of state aid rules, and the formal recognition of cities as direct partners in the implementation of EU housing programmes.
The plan underscores the need to align housing policy with the green transition, prioritising energy-efficient renovation and the fight against energy poverty. It also advocates for the designation of high-pressure urban areas as priority zones for funding and regulatory support.
With concrete, scalable examples from cities such as Paris, Barcelona, Milan and Budapest, the document demonstrates that local solutions can have a transformative impact, provided they receive adequate backing.
