The European strategy for construction positions the sector as a key lever to tackle the growing housing affordability crisis, in a context marked by the mismatch between supply and demand, rising costs, and a persistent productivity gap. Despite its economic and social weight, the European construction ecosystem remains fragmented, insufficiently digitalised, and faces difficulties in scaling up innovation, which limits its ability to respond to current needs.

The Commission’s proposal sets out a structural transformation based on simplifying administrative procedures, digitalising processes, and improving data interoperability throughout the building life cycle. It also promotes the faster uptake of advanced construction technologies, encourages low-carbon materials, and strengthens the circular economy, while addressing volatility in access to raw materials. The approach also recognises the need to improve workforce skills and reduce barriers within the Single Market for construction services.
