The Italian energy certification system is evolving into a strategic tool for decarbonisation, supported by data, digitalisation and new planning functions.

The Italian annual report on building energy certification reinforces the role of the EPC as a key instrument in the transition towards a decarbonised and efficient building stock by 2050. In line with the new European Directive, certification is no longer merely a technical tool but is taking on a strategic, social, and cultural dimension, aimed at influencing decisions and behaviours.

Based on more than 1.2 million certificates issued in 2024 and verified within the national SIAPE system, the analysis confirms a progressive improvement in energy performance, particularly in the residential sector, with a shift towards more efficient classes. However, challenges remain in the older building stock. The report, developed by the Department for Energy Efficiency (DUEE) of ENEA and the Italian Thermotechnical Committee – Energy and Environment (CTI), also highlights progress in data quality, interoperability, and digitalisation, with new functionalities such as the ‘building passport’ and decision-support systems. In this context, the Energy Performance Certificate (EPC) is positioned as a central instrument for guiding public policies, enhancing transparency, and fostering a more informed and participatory energy culture.
