Joint statement on EPBD transposition giving the buildings sector the certainty to invest
A joint statement urges full and effective transposition of the revised Energy Performance of Buildings Directive to ensure market confidence and support investment in the buildings sector.
A coalition of European organisations welcomes the European Commission’s decision to review the transposition of the revised Energy Performance of Buildings Directive by all Member States. They underline that proper implementation and enforcement are essential to maintain the credibility of EU building policy, provide certainty for market actors and enable the Directive to deliver benefits for citizens, businesses and public authorities. Buildings represent around 40% of the EU’s final energy consumption and half of its gas use, making the EPBD a central instrument to reduce energy demand, improve indoor environmental quality and strengthen energy security.
The statement notes that progress across Member States remains uneven following the 29 May 2026 transposition deadline. While some countries are developing practical implementation tools, others are delayed or have only partially addressed the requirements. The organisations warn that insufficient guidance, verification and compliance checks risk weakening or delaying key provisions. They emphasise that legal transposition alone is not enough: operational measures, clear compliance routes, proportionate verification methods and adequate administrative capacity are needed to ensure the Directive works in practice.
The signatories call for coordinated action between the Commission and national authorities to ensure full transposition, provide practical guidance, support communication to citizens and building owners, avoid fragmented national approaches, and invest in skills and administrative capacity.
