Methodology for the identification of EU regions with higher vulnerability to severe energy poverty
A new European methodology combines statistical data and local knowledge to identify the regions most vulnerable to energy poverty and better target available policies and resources.
Prepared by the Energy Poverty Advisory Hub (EPAH), the report presents a methodology for identifying European regions with higher vulnerability to energy poverty and for more effectively guiding the European Commission’s Technical Assistance calls. The approach combines a quantitative assessment based on regional Eurostat indicators with qualitative validation provided by national and local experts, with the aim of capturing both statistical trends and the territorial specificities that shape energy poverty.
The methodology uses indicators related to the ability to keep homes adequately warm, the risk of poverty or social exclusion, housing-related arrears and housing cost pressures, complemented by insights from EPAH’s network of national antennas. Beyond its application to technical assistance programmes, the report highlights the potential of this methodology to help public authorities identify priority regions, design targeted interventions and develop monitoring systems capable of integrating energy poverty considerations throughout the policy cycle.
