The EPBD.wise summary provides transferable recommendations for implementing Article 9, combining modelling of renovation pathways with insights from six European countries to support coherent minimum energy performance standards and residential renovation planning.

The publication presents policy guidance for implementing Article 9 of the Energy Performance of Buildings Directive, focusing on minimum energy performance standards for non‑residential buildings and national renovation trajectories for residential buildings. It consolidates findings from the EPBD.wise project, which worked with public authorities in six European countries to support the design, implementation and evaluation of key EPBD provisions. The report expands this work to all EU Member States, assessing how recommendations can be transferred across diverse building stocks and regulatory contexts.

Renovation pathways are simulated using the Invert building stock model under five policy scenarios, ranging from regulatory packages to market‑based approaches. Results indicate that regulatory standards, combined with fossil boiler bans and financial incentives, effectively shift non‑residential buildings below the 2030 and 2033 thresholds. For residential buildings, market‑based instruments alone do not meet interim targets, and mandatory standards are required to support long‑term decarbonisation. Robust building stock data, integrated policy packages and targeted support for vulnerable households are identified as essential elements.

Good practice examples from several Member States illustrate replicable approaches for defining thresholds, shaping renovation trajectories and aligning Article 9 with related instruments such as National Building Renovation Plans, energy performance certificates and renovation passports. Implementation challenges vary according to factors such as primary energy factors, fossil fuel shares and expected changes in floor area.
