The Repower Regions report identifies technological trends, skills gaps and training needs to accelerate the decarbonisation of heating and cooling across Europe through innovation, digitalisation and specialised capacity building.
The Repower Regions Landscape Analysis Report examines the evolution of the European heating and cooling sector within the context of the energy transition driven by the European Union’s climate policies. Based on desk research, more than 100 expert interviews, surveys, and 68 case studies across nine European regions, the study identifies the key technological, regulatory, and educational trends that are transforming the sector.
The findings reveal a growing uptake of heat pumps, low-temperature district heating networks, advanced digital solutions, automation, artificial intelligence, and the utilisation of renewable energy sources and waste heat. However, the report also highlights significant challenges related to the shortage of qualified professionals, the lack of practical training, difficulties in system integration, and limitations in digital interoperability.
The analysis emphasises the need to update educational and vocational training programmes to address the new skills required for the sector’s decarbonisation. It also proposes strengthening collaboration between public authorities, industry and educational institutions, promoting specialised micro-credentials, and improving local energy planning. The conclusions will serve as a foundation for the development of new curricula, training materials and capacity-building strategies aimed at accelerating the transition towards more sustainable, resilient and efficient heating and cooling systems across Europe.
