National Building Renovation Plans (NBRPs) and building stock performance data

National Building Renovation Plans (NBRPs) are the strategic backbone of the revised EPBD. They set out how Member States will decarbonise their building stock, reduce energy consumption and address energy poverty in line with the EU’s 2050 climate neutrality objective. This topical area covers the preparation, structure and monitoring of NBRPs, including the use of reliable building stock data and interoperable databases. It also explores how improved data exchange supports transparency, benchmarking and evidence-based policymaking. By linking planning with measurable progress, NBRPs help translate long-term climate ambition into actionable renovation pathways at national and local level.
