New guidelines to activate the NBRPs

The European Commission has unveiled key new tools to support the development of National Building Renovation Plans. This strategic move aims to help meet climate targets and reduce energy dependency across the European Union.

With the aim of accelerating the implementation of the revised Energy Performance of Buildings Directive (EPBD), the European Commission has made available a set of tools designed to support the development of National Building Renovation Plans (NBRPs).

Among the published resources are an annotated template for drafting the plans and a data collection spreadsheet, both intended to ensure compliance with the requirements set out in Annex II of the EPBD. While their use is not mandatory, these tools are expected to harmonise national approaches and enhance the quality of the documents to be submitted by the end of the year.

The NBRPs represent a key instrument for the decarbonisation of the European building stock, in line with the climate and energy objectives outlined in the National Energy and Climate Plans (NECPs). They are also expected to contribute significantly to reducing energy consumption and strengthening energy security, particularly in the context of decreasing reliance on Russian gas.

According to Commission data, buildings currently account for 52% of total natural gas consumption in the European Union, underscoring the urgency of advancing their renovation and alignment with more sustainable standards.
