Citizen-Led Renovation phase II: Inspiring Cases – Energent

ENERGENT, a cooperative in East Flanders, supports citizens in energy renovations through technical advice, personalised communication, and local partnerships. It has succeeded in reducing CO₂ emissions, consumption, and costs, while boosting employment and confidence in the energy transition.

Editorial Team

ENERGENT is a Belgian cooperative that supports citizens in the energy renovation of their homes, combining climate action with citizen empowerment. Operating mainly in Ghent and nearby municipalities, it offers technical advice, coordination with contractors, and post-work follow-up, all under a non-profit model that prioritises sustainability and affordability.

With more than 2,500 members, ENERGENT has achieved a reduction of 5,650 tonnes of CO₂ in citizen-led projects and up to 17,000 tonnes when municipal initiatives are included. Improvements such as roof insulation have enabled cuts of 25–30% in household energy consumption, generating financial savings and creating local jobs, particularly through the hiring of energy advisors.

Its success rests on three pillars: cooperative governance, partnerships with local authorities, and tailored communication. The general assembly of members determines strategic direction, reinforcing transparency and citizen involvement. Collaborations with municipalities and 'Energy Houses' have been key to building trust and expanding reach. In addition, ENERGENT developed 'personas' to segment audiences and design clear, accessible messages, avoiding technical jargon and encouraging participation.

The financial model combines regional subsidies with citizen contributions (3–7% of the project cost), integrated into competitive prices negotiated with contractors. This structure ensures economic neutrality and keeps the focus on climate impact.

Among the lessons learned, communication stands out: without an initial awareness phase, even the best technical solutions fail to mobilise citizens. ENERGENT recommends integrating communication strategies from the outset and strengthening institutional partnerships to guarantee credibility. Looking ahead, the cooperative anticipates growing demand due to stricter climate targets and is preparing to continue driving the energy transition through local action.
