EU consultation to shape financial framework for energy-efficient renovations

The Commission has launched a consultation to design a voluntary framework for financial institutions, supporting investment in energy renovations and protecting vulnerable households. The deadline is 18 November 2025. Have your say!

The European Commission has initiated a public consultation aimed at enhancing financial support for energy-efficient building renovations across the European Union. This initiative forms part of the implementation of the revised Energy Performance of Buildings Directive, which seeks to accelerate the green transition in the built environment, and is linked to the preparation of a delegated act under Article 17(10) of the recast Directive. 

Central to the consultation is the development of a voluntary framework for financial institutions, designed to stimulate lending for renovation projects, particularly those targeting the worst-performing buildings. The framework also includes provisions to safeguard vulnerable households and promote best practices in sustainable finance.

Stakeholders, including members of the European Energy Efficiency Financing Coalition, are invited to contribute insights on data accessibility, investment mobilisation, and alignment with the EU’s sustainable finance agenda. 

The consultation remains open until 18 November 2025.
