The Ústí Region (Czech Republic) is undertaking an ambitious energy transformation and aims to launch a One-Stop-Shop (OSS) to provide advice on energy efficiency, renewable energy, and building renovation. This integrated service seeks to unify technical, legal, financial, and operational support for property owners, communities, municipalities, and companies in the sector.
The report outlines several strategic recommendations. Firstly, the OSS should be aligned with regional and European policies (Energy Efficiency Directive (EED) III, Energy Performance of Buildings Directive (EPBD) IV), supported by stable governance and public-private collaboration.
Secondly, it should clearly define its target groups (single-family homes, homeowners’ associations, energy communities, renovation companies) and build an ecosystem of suppliers, financial institutions, and advisors.
The report also stresses the need for a mixed financial model combining public grants, commercial advisory services, and partnerships with private entities to ensure long-term sustainability. Furthermore, it addresses the OSS’s service offer: energy audits, legal and regulatory advice, connection to funding programmes, renovation roadmaps, digital tools, and support for energy community initiatives.
Finally, the report sets out key implementation milestones: establishing the physical and digital structure of the OSS by 2025, monitoring results through KPIs such as the number of renovated buildings and energy savings achieved, and subsequently expanding its scope.
