The European Heat Pump Association (EHPA) proposes five priority measures to accelerate the deployment of heat pumps across Europe and strengthen the role of this technology in the energy transition. The document highlights that, despite the recent increase in demand, the growth of the sector will depend on stable policies, clear economic signals, and greater market confidence.

The main proposed measures include:

  • Allowing zero VAT on heat pumps and applying complementary fiscal incentives.
  • Reducing electricity costs to support the electrification of heating.
  • Removing administrative barriers and simplifying installation requirements.
  • Accelerating the phase-out of fossil fuels in heating.
  • Ensuring stable, simple, and long-term funded support schemes.

EHPA also underlines that Europe already has sufficient industrial capacity to significantly increase heat pump production, although regulatory uncertainty and changes to support schemes continue to slow down new investments and market development.
