The European Heat Pump Association (EHPA) has published a comparative analysis of support schemes for residential heat pumps in 22 European countries, highlighting the significant differences between Member States in terms of funding levels, eligibility criteria and regulatory stability. The document recalls that the upfront costs of clean heating technologies remain significantly higher than those of fossil fuel-based systems, making public support a key element in accelerating the electrification of heating.
The report identifies a wide range of support mechanisms, from direct grants and tax deductions to low-interest loans and reduced VAT rates. It also highlights how some countries combine these incentives with additional measures, such as carbon taxes, progressive bans on fossil fuel boilers or stricter energy performance standards for buildings.
EHPA underlines that the stability and predictability of support schemes will be essential to strengthen the confidence of manufacturers, installers and consumers, avoid market fluctuations and consolidate the deployment of heat pumps across Europe.
