Greece is seeking to turn renovation passports into an operational tool to tackle energy poverty, coordinate deep renovation and adapt the building stock to European climate requirements.

Greece is advancing the design of a national renovation passport system aligned with the recast Energy Performance of Buildings Directive (EPBD), with the aim of integrating energy renovation into a broader strategy for decarbonisation and social resilience. The report, produced within the framework of the EPBD.wise project, proposes linking these renovation passports to the national Energy Performance Certificate (EPC) system and to future digital building management tools.

The document underlines that implementation will need to respond to specific challenges within the Greek context, such as the high number of heritage buildings exempt from EPC requirements, the territorial fragmentation between mainland and island regions, energy poverty, and the existence of irregular buildings.

The proposal advocates a gradual roll-out based on pilot projects, interoperable digital platforms, and one-stop shop services with both technical and territorial capacity. The analysis also highlights the central role of the Technical Chamber of Greece (TEE) and specialised organisations such as INZEB in coordinating training, technical validation and professional acceptance. Beyond the regulatory dimension, the report reflects how European energy renovation policies require common tools to be adapted to complex and socially unequal local realities.
