Development of Renovation Passports: Policy Guidelines for Ukraine

Ukraine is exploring renovation passports as a strategic tool to rebuild its building stock according to criteria of efficiency, resilience and digitalisation aligned with the new European EPBD.

The revision of the European Energy Performance of Buildings Directive (EPBD) positions the renovation passport as a key instrument for planning deep and progressive renovations towards a zero-emission building stock. In the case of Ukraine, this strategy takes on a particular dimension: in addition to responding to European climate objectives, it is also conceived as a tool to support the country’s post-war reconstruction. The report, developed within the framework of the EPBD.wise project, proposes a roadmap for adapting this mechanism to the Ukrainian context, integrating it with existing systems such as the E-Construction digital platform and the national database of energy performance certificates.

The document highlights the need to create an interoperable ecosystem capable of connecting energy performance certificates, digital building logbooks, and public funding programmes. Beyond energy efficiency, the approach incorporates criteria related to resilience, emissions reduction, climate adaptation and technological modernisation. The proposal recommends a gradual implementation based on pilot projects, the development of digital tools, and specialised training for assessors and local administrations.

Particular attention is given to collective residential buildings and public buildings, considered priorities both for meeting European objectives and for accelerating the country’s urban and social recovery. The report also emphasises the role of one-stop shops and public funding mechanisms as essential elements for ensuring accessible and coordinated implementation.
