Sustainability, business and investment plans for the operation of local resource centres in Central and Eastern Europe

ComActivate analyses how to consolidate local renovation centres in Central and Eastern Europe, combining technical support, stable funding and local proximity to turn European energy and climate objectives into concrete action.

Editorial Team

The capacity of households and homeowners’ communities to undertake the renovation of their buildings will be crucial to achieving the EU’s 2030 energy and climate targets, which include a 42.5% share of renewable energy, an 11.7% reduction in final energy consumption and, under the Energy Performance of Buildings Directive (EPBD), a 16% reduction in primary energy consumption in residential buildings.

In this context, one-stop shops (OSS), mandatory under the recast EPBD, aim to facilitate renovation by connecting residents and property owners with financial support, professionals and technical solutions. ComActivate has promoted this model through free, publicly operated centres in Burgas, Budapest-Józsefváros, Kaišiadorys and Elektrėnai. The analysis shows that their consolidation towards 2030 will depend on more stable funding, their integration into municipal structures, adequate staffing, and a greater capacity to reach vulnerable households, making use of instruments such as the Social Climate Fund and future National Building Renovation Plans.
