Supporting Member States in Effectively Implementing the EPBD

A new report from the EPBD.wise project presents lessons and recommendations to help Member States translate the 2024 Energy Performance of Buildings Directive into coherent national implementation frameworks.

Editorial Team

The final report of the EPBD.wise project outlines how Member States can turn the 2024 Energy Performance of Buildings Directive into effective national implementation. The Directive provides the legislative basis for decarbonising Europe’s building stock by 2050, and its delivery requires integrated national frameworks combining regulation, planning, data, financing, technical assistance, social safeguards and monitoring. Over three years, the project worked with public authorities, energy agencies and stakeholders in Bulgaria, Greece, Hungary, Poland, Romania and Ukraine to identify policy needs, highlight good practice and develop tailored guidance.

The report emphasises that EPBD implementation should be approached as a coherent policy process rather than a set of isolated obligations. National needs must be clearly identified, as each Member State starts from a different position. Regulatory ambition should be matched with enabling support, including financing, workforce capacity and measures for vulnerable households. Continuous stakeholder engagement strengthens ownership and quality, while replication requires contextual adaptation. Monitoring and evaluation should be embedded from the outset to ensure effective delivery.
