An integrated monitoring, reporting and evaluation framework for effective EPBD implementation
A new integrated framework proposes transforming the monitoring of the European Energy Performance of Buildings Directive (EPBD) into a strategic tool, connecting data, objectives, and evaluation in order to accelerate the decarbonisation of the building stock.
The report ‘An integrated monitoring, reporting and evaluation framework for effective EPBD implementation’, produced by BPIE as part of the EPBD.wise project, puts forward a clear premise: without a robust system of monitoring, reporting and evaluation, the climate ambition of the European Energy Performance of Buildings Directive is unlikely to translate into measurable results. The 2024 revision strengthens Member States’ obligations regarding national building renovation plans, energy performance databases, and the transfer of information to the European Building Stock Observatory, yet evaluation remains largely concentrated at the Union level.
The document proposes an integrated framework that explicitly links policy objectives to key performance indicators, using national renovation plans and energy performance certification databases as the backbone of the system. The innovation does not lie in introducing additional administrative burdens, but in reorganising existing obligations so that monitoring becomes a continuous process throughout the entire public policy cycle.
The approach highlights the importance of database interoperability, digital building logbooks, and multi-level coordination, ensuring that the information collected not only fulfils formal requirements but also enables the adjustment of instruments such as minimum energy performance standards, zero-emission buildings and renovation passports.
