Commission acts over delays in energy plans
The European Commission’s October infringements package addresses several breaches of energy legislation, including delays by nine countries in submitting their National Building Renovation Plans.
The European Commission has adopted new measures against several Member States for breaches of European Union energy legislation. Its October infringements package includes procedures related to energy efficiency, renewable energy, electricity risk preparedness and reporting obligations, as well as the implementation of rules on buildings.
In the latter area, the Commission has sent reasoned opinions to Belgium, Czechia, Ireland, Italy, Luxembourg, Hungary, Malta, Poland and Slovakia for failing to submit their draft National Building Renovation Plans by 31 December 2025. Required under the Energy Performance of Buildings Directive (EPBD), these plans must establish long-term pathways to transform the building stock towards highly energy-efficient and decarbonised buildings by 2050 and provide greater predictability for renovation investment.
The nine countries already received letters of formal notice in March 2026 and have two months to respond to the reasoned opinions and submit their draft NRPs. If they fail to do so, the Commission may decide to refer the cases to the Court of Justice of the European Union.
