New European reports combine strategic vision and national analysis to position energy communities as drivers of cohesion, a just transition and territorial development.

The recent publication led by REScoop.eu proposes a two-level reading of the role of energy communities within the future European financial framework. On the one hand, the general report provides a strategic vision at the EU level, positioning these initiatives as key tools to deliver a more inclusive energy transition, strengthen territorial cohesion and channel a significant share of the European budget through new governance mechanisms. This approach highlights their capacity to generate social, economic and environmental value, beyond the mere production of renewable energy.

On the other hand, the publication is complemented by country-specific factsheets that translate this framework into national contexts. These documents analyse the level of development of energy communities in each Member State, identify regulatory barriers and opportunities, and put forward recommendations tailored to local realities.

This dual approach —strategic and territorial— underscores the need to align European objectives with concrete implementation instruments, recognising the diversity of starting points across countries. Taken together, the work shows that the success of the energy transition will depend both on a shared vision at the European level and on its effective adaptation at national and regional levels.
