The Danish-language report by Rådet for Grøn Omstilling outlines an ambitious climate roadmap for the European Union, proposing a 96% reduction in greenhouse gas emissions by 2040 and full climate neutrality by 2045. The plan, titled Greenergy, builds on the European Commission’s existing scenarios but pushes for faster and deeper transformation.

Central to the proposal is a massive expansion of renewable energy, with solar and wind power scaled up dramatically, alongside widespread electrification of transport, industry, and heating. The report also advocates for energy efficiency, circular economy reforms, and behavioural changes to reduce resource consumption and environmental impact.

Unlike more technology-heavy scenarios, Greenergy relies less on carbon capture and more on systemic shifts, such as reduced meat consumption, electrified cement production, and decentralised energy systems. It argues that these measures are not only feasible but also more cost-effective and socially beneficial in the long term.

The report positions the EU as a potential global leader in climate action, capable of setting a precedent for other regions. It calls for strong political will, coordinated investment, and public engagement to realise its vision of a fossil-free, climate-positive Europe within two decades.
