Home renovation roadmaps to address energy poverty in vulnerable rural districts
Renoverty drives energy renovations in vulnerable rural households, demonstrating that a just transition is rooted in local solutions, community support, and coordinated action.
The RENOVERTY project, carried out between 2022 and 2025, promoted the energy renovation of homes in vulnerable rural and peri-urban areas across seven European countries. It aimed to create a practical and replicable framework enabling the planning and implementation of energy efficiency improvements adapted to local contexts, thereby helping to reduce energy poverty and strengthen a just transition.
Through audits, workshops, and a co-creation process with residents, authorities, and local actors, the project developed 32 energy efficiency roadmaps. These guides set out realistic steps for undertaking renovations, outlining technical solutions, financing pathways, administrative support, and coordination mechanisms across levels of government. RENOVERTY showed that rural energy poverty is multidimensional: old and poorly insulated homes, dependence on expensive fuels, lack of information, shortage of professionals, and administrative barriers that hinder access to existing support.
The pilots demonstrated that a combination of citizen participation, technical assistance, itinerant offices, community models, and stable policy frameworks can unlock renovation in areas with limited resources. Moreover, the project influenced climate plans and national strategies, and opened a pathway for replication in various European municipalities.
