The EU is promoting one-stop shops as a key instrument to accelerate energy renovation, simplify processes and mobilise investment, particularly among vulnerable households and small businesses.

Recommendation (EU) 2026/536 places one-stop shops (OSS) at the centre of the European strategy to accelerate the energy renovation of the building stock.

Faced with a still insufficient renovation rate, the Commission identifies persistent barriers — technical complexity, lack of information, financial constraints, and misaligned incentives between landlords and tenants — which particularly hinder deep renovations.

OSS are presented as an integrated mechanism capable of supporting households and small businesses throughout the entire process, from initial information to the implementation and financing of works. Their value lies in reducing market fragmentation, building trust, and structuring local ecosystems that connect advisory services, financing, and delivery. The document highlights that there is no single model, but rather configurations adapted to territorial contexts, combining advisory services, technical support, or even direct implementation.

It also emphasises the need for financially sustainable models that combine public funding, private contributions, and innovative schemes. Overall, OSS emerges as a key infrastructure to translate European climate objectives into concrete, accessible, and socially inclusive actions.
