A workshop held in Vaasa on 19 March 2026 examined how data gaps affect the integration of Local Heating and Cooling Plans (LHCPs) and National Building Renovation Plans (NBRPs). The session was led by European Urban Initiative (EUI) Expert Ana Contreras and brought together participants to reflect on how indicators can inform planning and decision‑making.
The presentation outlined the policy context linking the Energy Efficiency Directive and the Energy Performance of Buildings Directive, noting the need for detailed spatial data for LHCPs and national‑level building stock information for NBRPs. Participants discussed challenges related to data ownership, methodological alignment, and the availability of indicators for buildings and district energy systems.
The workshop also reviewed compliance checklists for both planning instruments, covering elements such as mapping potential, integrating renewable and waste heat sources, renovation strategies, social considerations, and financing mechanisms. Participants highlighted the importance of improving data collection and standardisation to support coordinated planning and monitoring.
