A new GlobalABC roadmap proposes turning climate objectives for buildings into financeable projects by combining regulation, data, capacity and public and private capital.
The Global Alliance for Buildings and Construction (GlobalABC) proposes a practical framework for countries to develop finance roadmaps to accelerate the transition towards near-zero-emission and resilient buildings. Designed specifically to facilitate adaptation in emerging and developing economies, the model integrates mitigation and adaptation and links finance with the regulatory, institutional and market conditions needed to mobilise investment.
The approach begins with a market assessment covering energy consumption, emissions, climate risks, institutional capacity, the availability of green finance and the existence of bankable projects. It also considers the needs of different groups and the role of local governments, whose ability to access finance is crucial to translating national objectives into concrete projects.
Building on this assessment, the roadmap connects objectives, measures, responsible stakeholders, timelines, financing sources and monitoring indicators. The proposed tools include building codes and energy performance certificates, green taxonomies, improved data systems, fiscal incentives, blended finance, guarantees, green bonds and mechanisms for aggregating projects.
The approach therefore shifts the debate away from the theoretical availability of capital towards the conditions that enable climate ambitions to be converted into a stable pipeline of investments. To achieve this, it places coordination among public authorities, financial institutions, the private sector, and international partners at the heart of sustainable market transformation.
