Romania is strengthening climate adaptation in its cities with new requirements for green roofs, permeable surfaces and shading in large buildings and car parks.
Romania is incorporating new climate adaptation measures into the design of buildings and urban spaces through its new Spatial Planning, Urban Planning and Construction Code. From January 2027, certain office, commercial, industrial and logistics buildings, as well as covered car parks of more than 1,000 m², will be required to allocate at least 50% of their roofs to green solutions.
The regulation also establishes requirements for large outdoor car parks, which will have to incorporate permeable surfaces, sustainable drainage and shaded areas through vegetation or other solutions, including renewable energy installations.
These provisions aim to reduce the urban heat island effect, improve stormwater management and strengthen urban resilience. The regulations provide for exemptions on heritage grounds or for reasons of technical and economic feasibility, and strengthen the role of local authorities in adapting cities to climate change.
