Vilnius (Lithuania) has emerged as a leader in urban energy renovation through its innovative one-stop-shop (OSS) model, designed to streamline the refurbishment of ageing multifamily buildings. With over 70% of residents living in poorly insulated housing built before 1993, the city faces a pressing need for sustainable upgrades. The OSS approach centralises project management, funding, and resident engagement, making large-scale renovation more accessible and efficient.
The public institution Atnaujinkime miestą, accountable to the Vilnius Municipality, administers the OSS programme. It guides homeowners through each stage—from initial meetings and investment planning to construction and post-project support. The process requires majority consent from residents and typically spans 24 to 28 months. By simplifying complex procedures and offering tailored support, the OSS model encourages broader participation in energy-efficient renovation.
Financing is a key component of the initiative. Homeowners receive substantial subsidies —up to 36%— with additional incentives for achieving higher energy classes. Loans are managed through credit institutions, and administrative support is provided throughout. This financial structure ensures that energy upgrades are not only environmentally beneficial but also economically viable for residents.
Despite challenges such as limited homeowner engagement and legislative complexity, the OSS model has demonstrated success. Effective communication, qualified personnel, and strong municipal backing have proven essential.
