Digitalisation to tackle energy poverty: practical guidance for local governments

A new guide explores how local authorities can use data, digital tools and artificial intelligence to strengthen responses to vulnerable households while promoting inclusion and effective governance.

Editorial Team

The Energy Poverty Advisory Hub (EPAH) has published guidance for local governments on integrating digitalisation into strategies to address energy poverty. The document examines how digital tools, data systems, smart technologies and artificial intelligence can support the diagnosis, planning, implementation and evaluation of local actions.

The guidance builds on EPAH’s methodology, which is structured around three phases: diagnosis, planning and implementation. It outlines how digital solutions can help identify hidden or emerging vulnerabilities, improve coordination between sectors such as energy, housing and social services, and strengthen monitoring of policy outcomes. At the same time, it highlights the importance of data quality, interoperability, privacy, accessibility and digital inclusion.

According to the publication, digitalisation can support local decision-making when combined with human oversight, institutional capacity and community participation. The document encourages municipalities to use existing tools and resources, introduce new technologies gradually, and ensure that digital systems complement social policies rather than replace them.
