A tour of the business models and operations of four European one-stop-shops that drive energy communities, combining research, methodology, and practice to accelerate the local energy transition.

The D4.3 report presents the business model of the one‑stop-shops (OSS) developed within the European DISCOVER project and organises its content into four main sections that make it possible to understand both the European context and the practical implementation in the pilot countries.

The document begins with a review of previous studies and experiences on One‑Stop Shops in Europe, analysing their citizen‑centred approaches, the main existing business models, the recommendations emerging from earlier European projects, and the practices that have proven effective in different countries. It then details the methodology used by the project partners to design their own OSS, a process that combines European guidelines, the use of the Business Model Canvas, and adaptation to the legal and operational frameworks of each territory.

Subsequently, the report describes the four business models created in Bulgaria, Croatia, Italy, and France. Each one responds to different local needs, but all share the goal of facilitating the development of energy communities through technical advice, administrative support, and financial guidance. Finally, the document outlines the operational aspects of these One‑Stop Shops, showing how they are integrated into their host institutions, how they organise public assistance, and which tools they use to support citizens and organisations throughout the entire lifecycle of a community energy project.
