Progress review of the Communication on Greening the Commission
On 16 December 2025, the European Commission reported on progress in greening its organisation, outlining actions and results since 2019 to cut emissions, with a focus on improving the energy efficiency of its buildings.
The European Commission has adopted a progress review of its ‘Greening the Commission communication’, assessing actions taken since 2022 to reach climate neutrality by 2030. The review measures progress against a 2019 baseline and identifies areas requiring further action.
According to the report, the Commission reduced its overall carbon footprint by 34% between 2019 and 2024 under the original calculation scope. Emissions from building operations, construction and refrigerants fell by 26% across all sites, moving towards the 30% reduction target set for 2030. Total emissions from buildings decreased from 98,729 to 73,130 tonnes of CO₂e.
The review links the progress achieved to portfolio-wide measures, including the reduction of office surface area, the introduction of energy-efficient buildings, and the application of environmental management systems across multiple Commission sites. These actions support lower operational emissions throughout the building stock and are expected to deliver further savings as new performance standards are met.
Future actions include substantial renovation of retained buildings, improved methods for estimating embodied emissions, and increasing the share of buildings not heated by natural gas. The Commission also plans to expand renewable energy solutions such as heat pumps, district heating and on-site generation, and to monitor smart building technologies that respond to grid conditions.
