The affordable housing plan: building affordability through efficiency

Efficient Buildings Europe has set out its position on the European Commission’s Affordable Housing Plan, highlighting the role of energy-efficient buildings and energy renovations in ensuring the long-term affordability of housing across the European Union.

The European Commission’s Affordable Housing Plan recognises that improved energy and water performance can reduce utility bills, improve living conditions, and support building owners and tenants.

The organisation states that delivery of the Plan should operate in synergy with existing regulations, including the Energy Performance of Buildings Directive, and with the next Multiannual Financial Framework. It calls for a stable and long-term framework to support planning and investment, and for financial backing through Cohesion policy, the future Competitiveness Fund, the European Investment Bank, LIFE, the Just Transition Fund, and a Pan-European Investment Platform for affordable and sustainable housing.

Efficient Buildings Europe also underlines the need for cooperation between EU and national authorities and with industry stakeholders through the European Housing Alliance. It notes that the sector already has the technologies required to improve the energy performance of buildings and encourages political and legislative support to accelerate delivery, limit administrative barriers, and support investment in energy-efficient renovation.
