Retrofitting Guidelines: Citizen-Led Renovation – Phase II
New guidelines outline technical and social criteria to improve the efficiency and condition of representative dwellings in Girona.
The European Commission’s support service for citizen‑led renovation has issued technical guidance for the improvement of three representative residential building types in the Girona region. The document examines modest post‑war houses, traditional dwellings in historic centres and multi‑family blocks from the 1960s and 1970s.
The guidelines highlight the need to address common shortcomings across the building stock, including the absence of insulation, ageing roofs and window frames, and inefficient thermal systems. They also emphasise the importance of interventions that respect the construction characteristics of each context, ranging from discreet solutions in heritage settings to coordinated actions in multi‑family buildings. The use of digital tools for planning, assessment and monitoring is presented as a key element to support coherent and verifiable renovation processes.
The document also incorporates social considerations related to affordability, energy vulnerability and the accessibility of renovation pathways. It promotes an approach that combines technical improvements with support for households, enabling informed decision‑making and encouraging resident participation throughout the process.
