The European Commission has published its first assessment of the complete draft National Building Renovation Plans (NBRPs), highlighting the strong commitment shown by Member States to accelerate the energy renovation of the building stock.

Submitted by 15 countries and the Belgian region of Wallonia between December 2025 and May 2026, the draft plans project reductions in primary energy consumption of between 24% and 73% by 2050, alongside greenhouse gas emission reduction targets that exceed 90% in around half of the plans. In addition, many of the draft plans aim for renewable energy sources to meet between 40% and 90% of buildings' energy demand by 2030.

The assessment also examines the ambition of the proposed measures, the adequacy of funding and the extent of public participation. The Commission considers these plans to be essential for creating a predictable pipeline of building renovation projects and supporting the effective implementation of the Energy Performance of Buildings Directive (EPBD).
