The European Commission sets out how to put the new EPBD into practice, from minimum standards and residential renovation to financing, energy performance certificates and zero-emission buildings.
The European Commission has published extensive guidance to support Member States in the transposition and implementation of the recast Energy Performance of Buildings Directive (EPBD). The document translates the main regulatory developments into practical and interpretative guidance, organised into 13 thematic annexes that develop each area and provide clarifications to facilitate implementation at national level.
The guidance begins with minimum energy performance standards for non-residential buildings and trajectories for the renovation of the residential building stock. It also addresses financial incentives, professional skills and market barriers, together with the roll-out of one-stop shops to support renovation processes. Energy performance certificates, their control systems, renovation passports, databases and data exchange complete the section dedicated to improving monitoring and decision-making.
Other annexes develop the requirements for zero-emission buildings, solar energy, sustainable mobility, technical building systems, indoor environmental quality and inspections. The guidance also examines fossil fuel boilers and the common framework for calculating energy performance in greater detail. Finally, it addresses the life-cycle global warming potential of new buildings, introducing a perspective that broadens the assessment beyond energy consumption during the use phase.
