Setting the way to decarbonised, efficient, and affordable buildings beyond 2030

A new position paper calls for long-term targets, stronger governance, financing mechanisms and digitalisation to support building decarbonisation and reduce energy demand across the EU.

Editorial Team

Efficient Buildings Europe has published a position paper setting out recommendations for the EU energy efficiency framework beyond 2030. The document highlights the role of buildings in reducing energy demand, noting that the sector accounts for around 40% of EU energy use and more than half of EU gas consumption. According to the paper, lowering energy demand in buildings can contribute to reducing dependence on fossil fuel imports while supporting the transition to a decarbonised energy system.

The paper calls on the European Commission to establish a coherent post-2030 framework supported by appropriate financing and built on the existing Energy Efficiency Directive (EED). Proposed measures include a dedicated EU energy efficiency target for 2040, stronger implementation and monitoring mechanisms, wider application of the Energy Efficiency First principle, and additional support for public authorities in delivering energy savings.

The recommendations also emphasise the role of digital tools in improving building performance and propose closer alignment between National Energy and Climate Plans (NECPs), National Building Renovation Plans, Social Climate Plans and local heating and cooling strategies. The paper argues that effective governance, monitoring and investment are needed to support continuous improvements in energy efficiency across the building stock.
