This report, prepared within the framework of the FACILITA project, presents a practical catalogue of financial mechanisms and management solutions to drive the energy renovation of public buildings in Spain. It identifies non-repayable instruments — such as European, national and regional grants — and repayable mechanisms, including loans, leasing, green bonds and revolving funds. It also examines management models such as Energy Performance Contracts (EPC), Energy Supply Contracts (ESC), and project bundling strategies.
A central focus is the role of One-Stop-Shops (OSS), conceived as integrated platforms that simplify procedures, facilitate access to finance, and reduce administrative fragmentation. The report highlights how OSS can combine different funding sources, optimise project preparation, and provide decision-making tools tailored to each regional context.
In addition, it addresses common barriers — lack of technical capacity, regulatory complexity, and limited resources — and proposes solutions to overcome them through technical assistance, standardised templates, and inter-municipal coordination. The document concludes with a flexible financial framework for OSS, designed to maximise grants, Energy Savings Certificates (ESCs), and complementary financing, ensuring the viability and scalability of interventions.
