Learning handbook on One-Stop Shops for building renovation

One-Stop Shops are becoming a key element in accelerating energy renovation across Europe by integrating advice, financing and technical support into a single point of access.

Editorial Team

The European PROSPECT CUBE project presents a practical handbook on the role of One-Stop Shops (OSS) in facilitating and accelerating the energy renovation of buildings. These structures operate as a single point of access, connecting building owners, public authorities and other stakeholders with advisory services, technical support, financing, contractor selection, coordination of renovation works and monitoring of results, thereby reducing the fragmentation that characterises many renovation processes.

Their importance is increasing under the new European framework. The revised Energy Performance of Buildings Directive (EPBD) envisages OSS as instruments for providing technical, financial and administrative assistance, with particular attention to vulnerable households, social housing and small businesses. They can also make use of tools such as building renovation passports to guide progressive improvements in energy performance.

The handbook shows that there is no single model: OSS can be public, private, non-profit or developed through public-private partnerships, adapting to the building stock and local needs. It also highlights the growing role of digitalisation and platforms capable of integrating energy data, simulating renovation measures and estimating costs, savings or photovoltaic potential.

For local and regional authorities, this approach provides a tool for translating decarbonisation objectives into concrete projects, mobilising investment and facilitating access to renovation.
