Call for evidence: Housing simplification package

Efficient Buildings Europe calls for housing policy simplification to preserve energy efficiency standards while facilitating finance, renovation and protection for vulnerable households.

Editorial Team

Efficient Buildings Europe’s response to the consultation on the Housing Simplification Package argues that simplifying housing policy should not weaken the existing regulatory framework, but rather facilitate renovation, reduce costs and improve affordability. The document highlights the central role of the  Energy Performance of Buildings Directive (EPBD), particularly in addressing the worst-performing buildings, strengthening energy performance certificates,  renovation passports and digital building logbooks, and reducing bills through energy efficiency solutions.

The organisation proposes improving access to affordable finance, operationalising a European renovation loan facility and better coordinating the mechanisms envisaged in the National Building Renovation Plans. It also proposes creating acceleration zones for energy renovation projects, simplifying permitting procedures, promoting digitalisation and adapting decision-making processes in multi-owner buildings.

The document also calls for coherence between public procurement, zero-emission buildings and energy efficiency, alongside mechanisms to ensure a balanced distribution of the costs and benefits of renovation between landlords and tenants.
