The EU has developed an action plan to enhance competitiveness and resilience, addressing labour and skills shortages across Member States. Demographic shifts and technological advancements drive shortages, impacting various sectors. The plan, a highlight of the European Year of Skills, leverages existing EU measures and €65 billion funds.

Five key areas guide the plan, including support for underrepresented groups and fair labour mobility. Commission initiatives target long-term unemployment and youth skills. Member States are urged to revise education curricula and pursue benefit and tax reforms. Social partners commit to improving working conditions and promoting apprenticeships.
