Croatia allocates €25 Million for energy renovation to combat energy poverty

The incentives will be used for renewable energy sources, decarbonisation of the district heating system and road traffic, and waste management.

Croatia has launched a €652 million package for 2025, managed by the Ministry of Environmental Protection and Green Transition alongside the Environmental Protection and Energy Efficiency Fund (FZOEU). The package offers subsidies for energy efficiency measures in family homes, targeting households at risk of energy poverty amid rising energy bills.

New legislation now defines energy poverty as the lack of essential services –including heating, hot water, cooling, lighting, and power for appliances– needed for a basic standard of living. Addressing low incomes, high energy costs, and inefficient buildings, the scheme aligns with ongoing European efforts to combat energy poverty.
