The EU strengthens its climate roadmap with new tools for building renovation

Brussels steps up climate action in the building sector with the launch of new instruments to support the preparation of National Building Renovation Plans (NBRPs). This initiative reinforces the implementation of the Energy Performance of Buildings Directive (EPBD) and consolidates the EU’s commitment to energy efficiency and sustainability.

The European Commission has taken a decisive step to support Member States in drafting their National Building Renovation Plans (NBRPs), by publishing new tools designed to simplify and harmonise the process. These include an annotated template and a data collection spreadsheet, both developed in close cooperation with EU countries.

While the use of these tools is voluntary, they provide practical guidance to ensure that the plans comply with all the requirements set out in Annex II of the recently revised Energy Performance of Buildings Directive (EPBD), which entered into force in May 2024.

NBRPs are a strategic pillar in the transition towards a decarbonised and zero-emission European building stock by 2050. The plans must outline how each country intends to renovate its residential and non-residential, public and private buildings, in alignment with their National Energy and Climate Plans (NECPs). The Commission will assess the draft plans, due by 31 December 2025, and issue country-specific recommendations ahead of the final submission in December 2026. In addition to reducing emissions and energy consumption, NBRPs are key to strengthening the EU’s energy independence, as 52% of the Union’s gas consumption is linked to buildings.
